Investment opportunities
Tourism is the most dynamic sector in Montenegro with investment opportunities in the construction and operation of elite hotels, congress centers, resorts, golf courses, shopping centers, entertainment facilities, etc. Montenegro is among the fastest growing tourist destinations in the world and the only Mediterranean destination with a constant trend of growing traffic. It occupies a leading position in the region when it comes to the amount of foreign investments "per capita". According to the long-term forecast of the World Travel and Tourism Council (WTTC), in the next 10 years an average annual growth rate of tourism income is expected to be 6%.
Advantages for investors in the tourism sector in Montenegro In order to improve the use of large resources and bring in new investments, the tax reform policy introduced fiscal incentives for investments in the high tourism sector - hotels with 5 or more stars. The VAT Law provides for a zero rate of VAT on the supply of products and services for the construction and furnishing of any 5 or more star hospitality facility, if the investment exceeds 500,000 euros. In order to remove business barriers and encourage high-level tourism, the Law on Amendments to the Law on Real Estate Tax enables local governments to reduce the tax rate for catering establishments that operate throughout the year up to 30% for establishments with 4 stars and up to 70% for those with more than 4 stars.
